Use the following link to access the DAEOgram section of the OGE website for a copy of DAEOgram DO-02-022 and an additional link to a printable version of the Standards of Conduct Booklet. http://www.usoge.gov/pages/daeograms/2002daeolist.html OGE Completes 2001 Conflict of Interest Prosecution Survey The Office of Government Ethics has recently completed its annual survey of prosecutions involving the conflict of interest criminal statutes (18 U.S.C. §§§§ 203, 205, 207, 208, 209) for the period of January 1, 2001 through December 31, 2001. Information on five new prosecutions by U.S. Attorneys' offices and the Public Integrity Section of the Department of Justice's Criminal Division was provided to us with the assistance of the Executive Office for United States Attorneys in the Department of Justice. OGE Issues DAEOgram Announcing Slightly Revised OGE Form 450 OGE issued DAEOgram DO-02-024 dated October 22, 2002 announcing Office of Management and Budget (OMB) renewed approval for three years under the Paperwork Reduction Act for a slightly revised version of the OGE Form 450 Executive Branch Confidential Financial Disclosure Report. Use the following link to access the DAEOgram section of the OGE website for a copy of DAEOgram DO-02-024 and an additional link to the form. http://www.usoge.gov/pages/daeograms/2002daeolist.html Nominate a Distinguished Ethics Official Each year for the last five years, OGE has presented a Distinguished Service Award at the Annual Government Ethics Conference. The award winner last year was Barry Aldemeyer, Ethics Counsel at the Office of the Comptroller of the Currency. Once again we would like to solicit nominations from the ethics community for this award. To qualify, the nominee should have rendered distinguished service to the executive branch ethics program for several years. This includes not only managing or assisting in the management of a successful agency ethics program, but also contributing time and effort to the overall executive branch ethics program. Please send your nomination and justification for this award to the Director of OGE by January 15, 2003. While there is no specific format for the justification, we ask that it not exceed four pages. Please include your name and telephone number so we may contact you for more information, if necessary. Your nomination and justification will be considered when OGE's senior staff convenes to discuss nominees and select the recipient of this year's Distinguished Service Award. Proposed Privacy Act Rule The Office of Government Ethics (OGE) has submitted a proposed Privacy Act rule and a notice of proposed new and revised Privacy Act systems of records for Office of Management and Budget (OMB) review. Simultaneously, OGE has submitted a new and altered records systems report to OMB and the Congress. As proposed, the rule and notice would set forth procedures relating to the access, maintenance, disclosure, and amendment of records in the two Governmentwide systems of ethics records (OGE/GOVT-1, "Public Financial Disclosure Reports and Other Name-retrieved Ethics Records," and OGE/GOVT-2, "Confidential Financial Disclosure Reports"). The revisions proposed would include a change in the systems managers and the addition of several new and revised routine uses. When the proposed rule and notice have been reviewed by OMB and are ready to be published in the Federal Register, we will send out another, more detailed announcement over the list serve. When they are published, there will be a 60-day comment period. Non-Federal Travel Reports The next semiannual report of payments of more than $250 accepted from non-federal sources under the authority provided in Section 1353 of title 31, United States Code should be submitted to OGE not later than November 30, 2002. The report covers payments received during the period beginning on April 1, 2002, and ending on September 30, 2002. Agencies are required to submit negative reports. You can find fillable versions of the Standard Form 326, "Semiannual Report of Payments Accepted from a Non-Federal Source" and the SF 326A on GSA's website. The forms library can be accessed at http://contacts.gsa.gov/webforms.nsf. Agencies are strongly encouraged to electronically transmit the report to OGE by downloading the form and forwarding it by email to 1353Travel@oge.gov. Please note, only this report format will be accepted electronically. Upcoming Program Reviews OGE has recently begun or plans to begin Ethics Program Reviews at the following agencies: Merit Systems Protection Board, Department of the Army, the Defense Intelligence Agency and Uniform Services University of the Health Science. OGE Ethics News and Information Archives All messages broadcast on this mailing list will be available through the on-line archives service provided by the Government Printing Office (GPO). To access a previous message follow these steps: 1. Go to www.gpo.gov and click on the GPOLISTSERV link. 2. Click on the "Online Mailing List Archives" link. 3. Select the OGE-ETHICSINFO-L list at the bottom of the page. 4. Select "Search the Archives." 5. You should now be on the "Search the OGE-ETHICSINFO-L archives" page. Type 'Welcome' in the "For" line then scroll to the bottom of the page and click on "Start the Search" 6. You should now be on the "Login Required" page. Click on "get a new LISTSERV password" link at the end of the first paragraph. 7. You should now be on the "Registering your LISTSERV password" page. Type in your email address, a password then retype the password. Click on the "register password" button. 8. Close the "Confirmation emailed" page and go to your regular email system. 9. You should have received an email from the ListServ asking you to confirm your request for a password. (This process is similar to your initial subscription to the Ethics News and Information Mailing list). Click on the link to confirm your request for a password. 10. You should now be able to access the Ethics News and Information Mailing list archives by following steps 1 through 5 above.
