For purposes of coverage by 18 U.S.C. 207(c) in 2003, the rate of basic pay for a member of the SES at ES-4 is $200 less than the rate of basic pay for ES-5 (and ES-6). PROGRAM REVIEW NEWS The Office of Government Ethics issued DAEOgram DO-02-030 on December 23, 2002 announcing the program plan of agency ethics reviews scheduled by OGE for the first six months of calendar year 2003. The DAEOgram can be accessed at: http://www.usoge.gov/pages/daeograms/2002daeolist.html. 2003 ANNUAL GOVERNMENT ETHICS CONFERENCE The 2003 Annual Government Ethics Conference will be held March 10-13, 2003 at the Radisson Valley Forge Hotel. Details about the conference and registration information can be found on OGE's web site at: http://www.usoge.gov/pages/conference/conference.html ANNUAL AGENCY ETHICS PROGRAM QUESTIONNAIRE The Annual Agency Ethics Program Questionnaire (Questionnaire) covering calendar year 2002 is due to the OGE on February 1, 2003. The Questionnaire can be accessed through the DAEOgram section of the OGE website at: http://www.usoge.gov/pages/daeograms/2002daeolist.html In addition, please note that on December 24, 2002, OGE issued DAEOgram DO-02-031 providing advance notice of changes to the reporting requirements for the Annual Agency Ethics Program Questionnaire. These changes will go into effect for the Questionnaire due to OGE on February 1, 2004, covering calendar year 2003. The revised Questionnaire can also be accessed on the previous link. EDUCATION AND TRAINING NEWS OGE plans to set up a new page on its web site that will provide information on a variety of training products developed for annual ethics training. The intent is to offer options to ethics officials responsible for providing annual ethics training. Officials can review the page and determine if other agencies have training that would be suitable for their use. If you provided training that you would be willing to share, please provide the following information to gcannon@oge.gov: 1. Name of agency 2. Name, phone number, and e-mail of point of contact 3. Title and brief description of the training, e.g., format, length, focus 4. Instructor and participant materials used, e.g., workbooks, PowerPoint presentation. FEDERAL REGISTER NOTICE OGE published a first round paperwork notice of its forthcoming request to OMB for renewal under the Paper Reduction Act for (up to) three years of an unmodified SF 278 Executive Branch Personnel Public Financial Disclosure Report form. Comments are due to OGE by March 24, 2003. UPDATE ON THE PUBLICATION OF THE 2002 STANDARDS OF CONDUCT In October, 2002, OGE invited agencies to ride our requisition order for the Government Printing Office (GPO) to reprint the Standards of Conduct booklet. The contract was let on December 18, 2002; OGE returned the proofs to GPO on December 26, 2002; and the contractor expects to begin mailing the booklets on January 10, 2003. Although the Superintendent of Documents (SupDocs) will carry the 2002 booklet in the future, SupDocs does not have it in stock yet. If you order the booklet from SupDocs now, they will send you the 1999 version.
