Please see DAEOgram DT-03-001 for more information. http://www.usoge.gov/pages/daeograms/2003daeolist.html The most current information about OGE training courses may be found in the Training Workshops & Seminars section of our web site. 2003 ANNUAL GOVERNMENT ETHICS CONFERENCE AND PRE-CONFERENCE INFORMATION The 2003 Annual Government Ethics Conference will be held March 10-13, 2003 at the Radisson Valley Forge Hotel. The deadline for registering for both the conference and the pre-conference is Friday, January 31, 2003. Additional details about the conference, pre-conference and registration can be found on OGE's web site at: http://www.usoge.gov/pages/conference/conference.html PRE-CONFERENCE CLARIFICATION This year's conference starts out with a day of pre-conference sessions on Monday, March 10, 2003. These sessions are designed for those who are new to the ethics program. Agencies are encouraged to send their new ethics officials to the pre-conference. PLEASE NOTE: Attendance at the pre-conference is separate and distinct from the main conference which begins on Tuesday, March 11, 2003. Attendance at the pre-conference DOES NOT count against an agency's main conference slot allocation. FEDERAL REGISTER NEWS On Wednesday, January 22, 2003, the Office of Government Ethics (OGE) published a proposed Privacy Act rule, 68 FR 2923-2929, and a notice of proposed new and revised Privacy Act systems of records, 68 FR 3097-3109 (part II). As we noted in an earlier announcement, the proposed rule and notice would establish revised, detailed regulatory procedures relating to the access, maintenance, disclosure, and amendment of records in the two Governmentwide systems of ethics records (OGE/GOVT-1, Executive Branch Personnel Public Financial Disclosure Reports and Other Name-Retrieved Ethics Records and OGE/GOVT-2, Executive Branch Confidential Financial Disclosure Reports). In addition, there are several new routine uses proposed in the systems notices that would permit disclosure of records, including the disclosure of financial disclosure reports and accompanying documents to reviewing officials in a new office or agency when an employee transfers from one covered position to another, and the disclosure of information to contractors, detailees and other non-Government employees working on a contract or other assignment for the Federal Government when necessary to accomplish an agency function related to a system of records. The comment period for both OGE's proposed Privacy Act rule and notice of the proposed new and revised Privacy Act systems of records closes on March 24, 2003. The proposed new and revised records systems will become effective without change on May 22, 2003, unless comments are received which result in a contrary determination by OGE (the rule as proposed will not become effective until OGE promulgates a final rule, with any appropriate changes). To access a previous message follow these steps: 1. Go to www.gpo.gov and click on the GPOLISTSERV link. 2. Click on the "Online Mailing List Archives" link. 3. Select the OGE-ETHICSINFO-L list at the bottom of the page. 4. Select "Search the Archives." 5. You should now be on the "Search the OGE-ETHICSINFO-L archives" page. Type 'Welcome' in the "For" line then scroll to the bottom of the page and click on "Start the Search" 6. You should now be on the "Login Required" page. Click on "get a new LISTSERV password" link at the end of the first paragraph. 7. You should now be on the "Registering your LISTSERV password" page. Type in your email address, a password then retype the password. Click on the "register password" button. 8. Close the "Confirmation emailed" page and go to your regular email system. 9. You should have received an email from the ListServ asking you to confirm your request for a password. (This process is similar to your initial subscription to the Ethics News and Information Mailing list). Click on the link to confirm your request for a password. 10. You should now be able to access the Ethics News and Information Mailing list archives by following steps 1 through 5 above.
