OGE RULEMAKINGS OGE published its final Privacy Act rules in the Federal Register on Thursday, May 22, 2003 which became effective upon publication. See 68 FR 27891-27897 (05/22/03). OGE did not receive any comments on its proposed Privacy Act rules, which were published in the FR last January, and determined, after consultation with the Office of Management and Budget during the course of regulatory review, to adopt the proposed rules as final subject to two minor changes regarding collection of fees. The final rules can be accessed at: http://www.usoge.gov/pages/laws_regs_fedreg_stats/fedreg_issuances/2003fedreg.html REMINDER: Please note, as stated in the previous Ethics News and Information message dated May 9, 2003, that OGE's new & revised Privacy Act systems of records, including the executive branchwide OGE/GOVT-1 & -2 systems, also became effective on Thursday, May 22, 2003. 2. STUDENT EMPLOYEES AND ETHICS LAWS (The following article first appeared in the 2000 Spring edition of the Government Ethics Newsgram.) Are students who come to work for the Government over the summer subject to the same ethics laws and regulations as other people who work for the Government? It depends. Some students come to work for the Government as unpaid volunteers under the authority of a law that is an exception to the general bar against the Government's accepting voluntary services. Students who work as volunteers under that law, 5 U.S.C. § 3111, are not "employees" for purposes of the ethics laws and regulations. However, agencies may tell them how they are expected to conduct themselves, and may refer to the ethics laws and regulations when doing so. Other students working for the Government would be regular employees or, if designated as such when appointed, special Government employees (SGEs). The ethics laws and regulations would apply to them the same as they would to other regular employees or SGEs. 3. OGE OFFERS ETHICS SYMPOSIUM IN DALLAS The U.S. Office of Government Ethics (OGE) is offering a two-day ethics symposium in Dallas, Texas on June 17-18, 2003. This symposium is being offered to ethics officials in the Dallas Region. The symposium consists of training courses and roundtable discussions. Deadline for Registration is June 4, 2003.
