OGE EDUCATION NEWS The U.S. Office of Government Ethics (OGE) is offering a three-day ethics symposium in San Francisco, CA, September 16-18, 2003. This symposium is being offered to ethics officials in the west coast area. The symposium consists of plenary sessions, training courses and roundtable discussions. OGE VACANCIES OGE is seeking candidates for a limited appointment to an SES position as OGE's Deputy Director for Administration and Information Management. The Office is looking for a GS-15 or SES to come to OGE on detail to fill this position overseeing the Administration (human resources, payroll, purchasing, budget) and the Information Resources (computer, technology, and computer security) divisions. This is a good training opportunity for someone who seeks to become a member of the SES and for an agency that is training someone for an executive position. Because of the range of subjects within the position's responsibility, this is also an opportunity for a current member of the SES to broaden his or her experience in the field of Administration. This position is located in the Office of Agency Programs and will focus on studying and analyzing 1) the overall administration of the Ethics Program throughout the Executive Branch, 2)developing definitive data on the practices of implementing the Ethics in Government Act of 1978, Executive Order 12674, as modified, and other applicable ethics laws and regulations. Results of the work performed will be used by OGE in strategic planning and policy setting for the Executive Branch Ethics Program. ETHICS PROGRAM REVIEW NEWS OGE recently issued reports of reviews of ethics programs at the Indian Health Service (IHS), a component of the Department of Health and Human Services (HHS), and the Federal Maritime Commission (FMC). IHS provides informative ethics training beyond the minimal training requirements, dispenses quality advice and counseling in a timely manner, and performs detailed conflict of interest analyses of requests for acceptance of travel payments from non-Federal sources. Robert McSwain, IHS' Deputy Ethics Counselor, Jeanelle Raybon, the Director of the Program Integrity Staff at IHS and her dedicated staff, including Analyst Bertha Sandoval, and HHS' Karen Kucik are to be commended for their efforts. FMC's ethics program exceeds requirements by providing verbal annual ethics training each year for all covered employees at headquarters. Moreover, FMC offers post-employment counseling to all departing employees, and financial disclosure reports are consistently filed, reviewed, and certified in a timely manner. Christopher Hughey, the Designated Agency Ethics Official (DAEO), and Jennifer Devine, the Alternate DAEO, are to be commended for their efforts.
