ETHICS PROGRAM REVIEW NEWS The Office of Government Ethics (OGE) issued DAEOgram DO-03-018 on October 3, 2003 regarding the program plan of agency ethics reviews for the first six months of calendar year 2004. VACANCY ANNOUNCEMENT AT STATE The Department of State has published a vacancy announcement for a Program Manager, GS-0301-14/14, to administer the Department's financial disclosure reporting system. The vacancy is available through USAJOBS. The identification number is AR178516. The closing date is October 15, 2003. 3. NOMINATE A DISTINGUISHED ETHICS OFFICIAL Each year the Office of Government Ethics presents a Distinguished Service Award at the Annual Government Ethics Conference. At OGE's March 2003 conference, this award was presented to Steve Epstein, Director of the Standards of Conduct Office, Department of Defense. We are now soliciting nominations from the ethics community for the award to be presented at our New York City conference in March 2004. To qualify, the nominee should have rendered distinguished service to the executive branch ethics program for several years. This includes not only managing or assisting in the management of a successful agency ethics program, but also contributing time and effort to the overall executive branch ethics program. Examples of such contributions include presenting workshops at the OGE ethics conference and assisting in the work of the Interagency Ethics Council. You may also nominate an ethics official who has been responsible for an exemplary project, program, event, or accomplishment that enhances the ethics program. Individuals nominated in one year, but who are not selected, will automatically be considered for the award the following year. For example, individuals nominated for the Distinguished Service Award to be presented in March 2004, automatically will be considered for the award to be presented at the 2005 conference without having to be re-nominated. Those nominated for the award last year will be considered again this year. Please send your nomination and justification for this award by January 5, 2004 to: The Honorable Amy L.
