MESSAGE FROM DIRECTOR AMY L. COMSTOCK This Sunday, October 26th, will mark the 25th anniversary of the enactment of the Ethics in Government Act of 1978 (EIGA). The EIGA provided the statutory foundation for today's executive branch ethics program by establishing the Office of Government Ethics (OGE) to provide policy leadership and program oversight. The EIGA also confirmed the statutory role of the Designated Agency Ethics Official in the management of each agency's ethics program. And it inaugurated a system of public financial disclosure for certain senior officials that continues to be a key element of today's ethics program. A strong partnership between OGE and agency ethics officials is essential to the continued success of the ethics program. In speeches and in meetings with ethics officials, I have often said that it is the ethics official who breathes life into the ethics program. Ethics officials keep the program vital through the professional services that they provide to agency employees on a daily basis as they give advice, conduct training, and counsel employees on issues raised by their financial disclosure reports. Regional ethics officials bring an especially important ethics leadership presence to federal offices located throughout the country and around the world. As we celebrate this 25th anniversary of the modern ethics program, we must continue to maintain the focus and energy that is needed not only to keep the program functioning at a very high level, but also to make it even better in the future. New challenges and new emphases lie ahead. More creative and innovative ethics training, for example, can not only be a means of helping employees understand their ethical obligations and avoid misconduct, but also serve as a vehicle for building a strong ethical culture in an agency. I encourage all of you to be fully engaged in the important work we do to maintain government integrity and promote public confidence in our government. 2. FINANCIAL DISCLOSURE NEWS OGE issued DAEOgram DO-03-021 on October 23, 2003 concerning the financial disclosure reporting requirements for special government employees (SGE's). This memorandum explains the filing criteria for SGE's and uses scenarios to illustrate how the criteria should be implemented. GIFT RULE PUBLISHED On October 22, 2003, OGE published its final rule (for codification in a new part 2601 of 5 C.F.R.) on implementation of OGE's statutory gift acceptance authority in the Federal Register.
