EFFECT OF 2004 PAY ADJUSTMENTS ON ETHICS PROVISIONS For purposes of the outside earned income and employment restrictions in Title V of the Ethics in Government Act and other coverage purposes during 2004, as of now: 120% of the minimum rate of basic pay payable for GS-15 of the General Schedule is $103,700. 15% of the annual rate of basic pay for level II of the Executive Schedule is $23,550. For purposes of coverage by 18 U.S.C. 207(c) in 2004, 86.5% of level II of the Executive Schedule is $135,805. Locality pay adjustments are not taken into account for these purposes. There may be an additional pay increase later this year that could affect the amounts listed above. However, at this time we do not know the amount of that pay increase, whether it would be retroactive or prospective, how much of it would be across the board and how much of it would be allocated to locality pay, and whether there will be any additional pay increase at all. 2. ETHICS PROGRAM REVIEW NEWS As a reminder to agencies, the Program Review Division will be holding brown-bag luncheon meetings at noon on January 20 and February 3, 2004 to discuss the review procedures and allow you to ask questions. Any ethics official is invited to attend. Please contact Jerry Chaffinch (202) 482-9221, gwchaffi@oge.gov or Ed Pratt (202) 482-9270, ewpratt@oge.gov, to make a reservation for one of these dates. The review procedures are posted on our web site at www.usoge.gov for your convenience. 3. 2004 ANNUAL OGE CONFERENCE DAEOs that have not already sent their approved list of attendees for the March 2004 OGE Conference should do so as soon as possible. The list should be emailed to Teresa Weakley, tlweakle@oge.gov. Attendees that have registered for the conference and have their DAEO's approval will receive confirmations next week. Because many agencies are operating under a continuing resolution, OGE will not close registration on January 16th as previously announced. Please be assured that agencies will not lose their allotted slots on January 16th. Those individuals holding off on registering for the conference due to a lack of appropriations should keep in mind that OGE will not process the conference fee payments until after February 9. Frank Anechiarico author of the book "The Pursuit of Absolute Integrity: How Corruption Control Makes Government Ineffective" has been added to our program. 4. 2003 ANNUAL AGENCY ETHICS PROGRAM QUESTIONNAIRE As a reminder, agencies are required to submit this year's annual questionnaire on-line. Raosoft, the contractor who developed and will process OGE's on-line questionnaire, will be sending out instructions on how to access the on-line questionnaire the week of January 12, 2004. These instructions will be sent to the individuals who the DAEOs have designated as eligible to submit the questionnaire.
