EFFECT OF ADDITIONAL 2004 PAY ADJUSTMENTS ON ETHICS PROVISIONS With the recent issuance of Executive Order 13332, the following are the new threshold amounts for purposes of the outside earned income and employment restrictions in title V of the Ethics in Government Act and other purposes during 2004: 120% of the minimum rate of basic pay payable for grade 15 of the General Schedule is $104,927. 15% of the annual rate of basic pay for level II of the Executive Schedule is $23,715. For purposes of coverage by 18 U.S.C. 207(c), 86.5% of level II of the Executive Schedule is $136,757. These amounts supersede the earlier amounts for 2004. Locality pay adjustments are not taken into account for purposes of calculating these amounts. 2. ETHICS PROGRAM REVIEW NEWS Revised "Ethics Program Review Guidelines," March 2004, are now on OGE's Web site (www.usoge.gov) and can be directly accessed at : http://www.usoge.gov/pages/forms_pubs_otherdocs/forms_pubs_other_pg3.html#Anchor---Ot-57441 The revisions primarily concern the review steps addressing enforcement (pp. 9-11) and ethics agreements (pp. 13-14). OGE recently issued reports of ethics program reviews at the Environmental Protection Agency and Ft. Huachuca, AZ. EPA's ethics program is an exemplary one, capably led by Anna L. Wolgast, the Designated Agency Ethics Official (DAEO), and managed by Ken Wernick (Alternate DAEO) and Peggy Love. The ethics program at Ft. Huachuca was generally in compliance with applicable laws and regulations. Tom King, long-time Primary Ethics Counselor at Ft. Huachuca, is commended for his continued efforts.
