OGE CONFERENCE AWARDS Congratulations to Ken Wernick, Senior Ethics Counsel for the Environmental Protection Agency, for receiving the 2004 Distinguished Service Award at OGE's annual ethics conference held March 1-4 in New York City. Ken has extensive ethics experience, managing the ethics program at the Naval Sea Systems Command, the Department of the Navy headquarters, and at EPA. Ken has won OGE's Outstanding Ethics Program Award at both the Navy and at EPA, and is often seen presenting workshops at OGE's conferences. Ken is the seventh winner of this award which is presented annually to an ethics official who has demonstrated outstanding service to the Executive Branch ethics program over a number of years. Based on OGE's reviews of agency ethics programs during the last year, the following departments and agencies were presented with Outstanding Ethics Program Awards for 2004: -Indian Health Service (Department of Health and Human Services) -Office of the Attorney General (Department of Justice) -Civil Division (Department of Justice) -Environment and Natural Resources Division (Department of Justice) -Federal Maritime Commission -Corporation for National and Community Service -National Credit Union Administration -Nuclear Regulatory Commission -Environmental Protection Agency -Office of the Secretary of Defense -United States Army - Fort Huachuca -United States Air Force - Headquarters Congratulations to the ethics officials at these agencies for their hard work in managing excellent ethics programs. 2. SPANISH TRANSLATION OF THE CONFLICT OF INTEREST STATUTES OGE has recently added a Spanish translation of the conflict of interest statutes, 18 U.S.C. 201-209 and 216, to the International section of the OGE website. This document joins the Spanish, Portuguese and French translations of the standards of conduct. Along with English, the languages chosen represent the primary languages used in the Americas. MODIFICATIONS TO THE OGE OPTIONAL FORM 450-A (03/2004 EDITION) Recently, OGE modified the OGE Optional Form 450-A. The 03/2004 edition, available through the Forms, Publications and Other Ethics Documents section of OGE's Web site, should be used in lieu of the 1997 edition. The modified OGE Optional Form 450-A can be found at: http://www.usoge.gov/pages/forms_pubs_otherdocs/forms_pubs_other_pg3.html The following changes were made. Page 1: - Section A, No New Interests: Deleted item 2 (listed in the 1997 edition). - Section B, No Change in Position/Duties: Added a field for the filer's e-mail address and agency address. - At the bottom of the first page: Added "by Agency" to the date received field.
