PROMOTIONAL MICROSOFT SOFTWARE It has come to OGE's attention that Microsoft Corp. is offering free promotional software valued at over $500 to IT personnel at various agencies. OGE has written Microsoft asking it to refrain from doing this, citing the implications associated with the Standards of Ethical Conduct for Employees of the Executive Branch. We understand that the Department of the Army also has sent a letter to Microsoft asking that these gifts cease. Please advise your IT personnel that they are prohibited from personally accepting these gifts. However, OGE does recognize that an agency may have gift acceptance authority that allows acceptance of this software by the agency for its use. 2. ETHICS PROGRAM REVIEW NEWS The Office of Government Ethics (OGE) issued DAEOgram DO-04-005 on April 15, 2004 regarding the program plan of agency ethics reviews scheduled for the second half of calendar year 2004. http://www.usoge.gov/pages/daeograms/2004daeolist.html 3. OGE ISSUES DAEOGRAM DT-04-006 ANNOUNCING TWO PILOT TESTS OF COURSES RECENTLY DEVELOPED FOR ETHICS OFFICIALS OGE requests ethics officials assistance in testing two new courses: May 25, Analyzing Giving and Receiving Gifts, and June 10, Misuse of Position. Previously, OGE forwarded an email to DAEOs and ADAEOs asking for their assistance.
