OGE DIRECTOR On May 20, 2004, President Bush nominated Edwin D. Williamson to be the Director of the Office of Government Ethics. Mr. Williamson is a partner in Sullivan and Cromwell, LLP, and has practiced from its offices in New York and London, and most recently in Washington, DC. He also served as an appointee of President G.H.W. Bush in the position of Legal Adviser of the Department of State from September 1990 until January 1993. 2. PRESIDENTIAL RANK AWARDS Congratulations to Federal ethics officials who were the recipient of Presidential Rank Awards this year. A Distinguished Executive Award was presented to Steven Winnick, Designated Agency Ethics Official (DAEO) at the Department of Education. A Meritorious Senior Professional award was presented to James Keightley, DAEO at the Pension Benefit Guarantee Corporation. John Surina, DAEO at the Department of Agriculture, was presented with a Meritorious Executive Award.
